T hank you stampwithamyk for the layout. Don't worry if you don't want to watercolor this card lends itself to other options. However, I hope you try it out.

Fold your Lovely Lipstick ( 8 1/2 x 5 1/2) in half.
Take the 2 x 4 piece of Whisper White and stamp with Lovely Lipstick the dots, I held my stamp vertical to get lines of dots. Now cut that in half at 1" and add to the top and bottom of your card, leaving a 1/8" border. I did it this way so my dots would line up. If you would not mind random dots you can cut before you stamp.
Now take the 2 1 x 4 pieces and punch with Decorative Ribbon Border punch.
To No-Line Watercolor:
Take the flower stamp ink with Sahara Sand STAMP OFF on scratch paper and then onto Shimmer White Cardstock.
Using an aqua painter and Lovely Lipstick and Pear Pizzaz watercolor your image. Start LIGHT and work your way to dark. Doing one color at a time and letting one color dry while you work on the other. Then cut out.
Option 2:
Use sponge daubers and a LIGHT hand to color in the image. That was stamped onto Shimmer CS with full strength Sahara Sand. You can get color outside the line because you will cut it out.
Cut out.
Option 3: No watercolor or cutting.
Take your 3 x 4 piece of Whisper White and stamp image with full strength Sahara Sand and color with Sponge daubers, stamp words with Lovely Lipstick and then run through Big Shot with the Softly Falling folder.
Depending on the option you chose:
If you have not already done so:
Take your 3x4 piece of Whisper White and Stamp words with Lovely Lipstick and run through Big Shot. Add the punched pieces and ribbon. Then add flowers with Dimensionals if you cut them out and add to card with SNAIL.
Take the 4 x 5 1/4 piece of white and add to inside, stamping if you wish.
